Listing Description
DUTIES:
• Work closely with the customer’s contract representative(s) and key personnel, and phia’s senior management team in successfully overseeing the program’s execution
• Expertly manage cross-functional teams responsible for delivering high-quality program capabilities, on time and within budget
• Successfully resolve technical and contractual issues that pertains to the overall performance of the contracting staff
• Oversee the execution of the transition plan upon award; participate in the initiation activities which includes planning and budget preparation
• Successfully manage all resources and progression of contract deliverables. Track, produce and deliver periodic status reports to inform the customer of its progress and identify any anticipated issues/challenges to include:
Work progress of task areas and projects
Identified risks and technical issues with associated recommendations or proposed solutions or contingency
Schedule deviations and plan to recover
Burn rate and current spend
Updated project plans as approved by the customer
Maintain staffing roster including associated labor categories and work location
• Ensure appropriate phia senior management, customer and partner involvement throughout the life of the contract program
• Lead contractor meetings and develop way-forward for program adjustments
• In collaboration with phia senior management and sub-contracting/PMO, manage partners’ performance under this contract
• Guide the identification of and assessment of potential candidates that could be added to the programKEY REQUIREMENTS:
Bachelor of Arts or Bachelor of Science degree
5+ years of SOC management experience
5+ years of PM experience
Certifications: (One or more required) Active ISC2 Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) and PMI Project Management Professional (PMP) certifications
Demonstrated experience managing a large program with duties such as hiring and personnel management, contract management, resolving issues with invoicing, financial management, etc.
Demonstrated experience with Information Security Operations
Familiarity with information security best practices such as NIST special publications related to security operations
Understanding of and adherence to Government change management and configuration management policies and practices
Effective communicator (written and verbal), excellent collaborator, and demonstrated leadership experiences
Must be a U.S. Citizen
PREFERRED QUALIFICATIONS:
Familiarity with a variety of security tools/technologies (e.g. SWIMLANE, Splunk), platforms, security framework (ATT&CK), and publications
Familiarity with NOC/SOC environments and/or past experiences as an analyst
PM or relevant cybersecurity work experiences within Department of Homeland Security (DHS) and/or its key SOC/NOC
WORK SCHEDULE: Monday-Friday, core business hours
TRAVEL: Up to 15%
TELEWORK ELIGIBILITY: Available based on customer and contract requirement
SECURITY REQUIREMENTS: Must be U.S. Citizen. No clearance required to start, must willing to obtain Security Clearance
