Corporate Security (CS) is a division within the World Bank’s General Services Department. CS staff serve at both WBG Headquarters in D.C. and in Bank Group offices in more than 40 countries. The division’s mission is to support global operations by employing risk mitigation strategies and promoting the principle of a shared responsibility for security and safety.

Duties and Responsibilities

The position of Senior Security Specialist (SSS) for the Latin American and Caribbean Region is being established in the World Bank Group (WBG) Headquarters in Washington, D.C., USA. Under the supervision of the Chief of Corporate Security and the Head of Global Operations, and within the Corporate Security Division of the General Services Department (GSD), the incumbent will be responsible for coordinating operational security services across the region with all entities of the World Bank Group (IBRD, IFC, MIGA, ICSID, IDA). This is primarily a supervisory and advisory position for the region that is also possible as an internal promotion possibility for GSDCS candidates.

The Senior Security Specialist is expected to discharge his/her program assignment through the regions Country Security Specialists (CSS) and Security Focal Points (SFP). He/she will advise WBG Country Directors and Managers, Crisis Management Teams (CMT) and staff in the region on all operational security related matters. He/she will be responsible for the supervision of all Security Specialist Staff in Latin America and the Caribbean. This includes CSS positions in Port-au-Prince, Haiti; Tegucigalpa, Honduras; Bogota, Colombia, and Sao Paulo, Brazil. It is anticipated that other CSS positions could be added in the region in the future.

Regional Security Co-ordination

• As Senior Security Specialist; responsible for the oversight and supervision of all CSS in the Latin American and Caribbean region; complete all related administrative tasks in support of CSS staff.

• Complete all CSS annual reviews and mid-year discussions in e-performance. Well document any/all staff performance issues.

• Maintain at least weekly contact by phone or email with all CSS in region and with Headquarters supervisors.

• Maintain a regional security network among WBG security personnel and Country Offices’ Security Focal Points to support Country Offices’ Emergency Management Teams.

• Establish and maintain effective communication mechanisms with GSDCS Headquarters staff, Regional Vice-Presidential Unit (VPU), Global Practices Unit, Corporate Real-estate, IBRD and IFC Country Offices, CSS, and Security Focal Points within the region.

• Develop region-wide network of contacts among United Nations and local diplomatic mission security advisors, senior law-enforcement, military, and other host government officials to ensure that host government responsibilities for the security of the World Bank Group operations are discharged to the maximum extent possible.

• Respond to specific requests for assistance (by telephone, mission, meeting, correspondence) by assessing the security-related problems and preparedness of WBG Country Offices, and by formulating appropriate solutions and oversight required to overcome problems with implementation of security measures or other aspects.

• Undertake regular missions within the region to become familiar with WBG operations, supervision missions, and the specific security situation in each country and provide necessary support/training as needed.

• Provide necessary follow-up on the implementation of all security recommendations made for the region and coordinate compliance issues with HQ-based GSDCS staff as required.

• Conduct security compliance evaluations to assess the level of compliance of WBG offices with WBG security planning and implementation requirements.

• Support efforts to develop and implement sound business continuity planning within the region.

• Support Country Offices with safety related issues that fall within the GSDCS mandate (i.e., Fire/Life and Road Safety).

• Work in close coordination with other SSS as required to develop mitigation strategies, and other areas of mutual interest.

Risk Assessment & Risk Management

• Collect, analyze, and disseminate security-related information pertinent to the region. Promote information exchange with local/regional UNDSS contacts, other agencies and organizations to enhance coordination and implementation of security management arrangements. Monitor regional events and information sources in order to assess their security-related trends and implications on WBG operations and staff.

• Coordinate, with relevant regional personnel and HQ-based GSDCS support, the preparation of Security Risk Assessments (SRA) for the assigned region as part of established Security Risk Management practices.

• Provide expert physical risk mitigation advice and support to Country Office Directors and Managers and Regional Vice-Presidency staff to ensure compliance with corporate administrative and security policies on the safeguarding of personnel, property and reputation.

• Review, in coordination with GSDCS and GSD Corporate Real Estate, all plans for the construction or refurbishment of country offices to ensure compliance with corporate physical security and fire safety standards.

• Review, in coordination with CSS and SFPs, the residential security and fire safety provisions at the residences of Country Directors/Managers and at Bank approved hotel accommodations for visiting mission staff making recommendations for improvement where necessary.

• Review and coordinate with HQ-based GSDCS and GSD Procurement the provision of manned guarding services at country offices to ensure consistency of service standards and value-for-money in operations.

• Provide advice and recommendations on security for at conferences and/or retreats organized within the region.

• Support provision of security services for visits by senior Bank management or Executive Director Personnel.

Incident Response, Management and Recovery

• Monitor and assess security preparedness in WBG Country Offices, including IFC and other WB units with standalone offices in the region.

• Provide advice in coordination with GSDCS, Country Directors/Managers and Emergency Management Teams in responding to security-related incidents and crises. This includes providing expert advice on all security-related mitigation measures and crisis response mechanisms, including country office evacuations and relocations when necessary.

Training & Organizational Preparedness

• Develop and conduct, in conjunction with GSDCS training staff, culturally focused security awareness training sessions for country office staff and visiting mission personnel to increase security awareness throughout the region.

• Coordinate the provision of regional and CO CMT training in coordination with the GSDCS Training Unit, Business Continuity Unit and applicable GSDRS regional focal point.

• Coordinate with the CS Training Unit staff and promote staff participation in online security training and SSAFE (Safe and Security Approaches in Field Environments).• University degree in relevant discipline (National Security Studies, physical risk management, Police Science or Criminal Justice) at a Bachelor’s level with a minimum of ten years of military or civilian security experience with demonstrated capabilities in security risk assessment, planning, organizing, at least three years of which were at a security management level or the Master’s level with five years’ experience or equivalent combination of education and experience.

• Experience in WBG, UN and/or diplomatic security operations are also highly desirable.

• Fluency in written and oral English and Spanish is required. Knowledge of French and Portuguese is an advantage.

• Demonstrated experience with operational planning to include physical security project management and staff travel coordination/monitoring.

• In depth knowledge of the development of security policies and procedures consistent with operations in a high risk environment.

• Ability to develop detailed security advisories and notifications for consideration and implementation by the Country Management team.

• Knowledge of executive protection security practices.

• Experience in project management is highly desirable.

• Excellent interpersonal skills to deal with executives, managers, staff, government, military and law enforcement officials.

• In-depth knowledge of the institutional and socio-cultural dynamics that determine the security and business continuity challenges including proven expertise in handling security events with durable positive outcomes.

• Excellent computer skills and familiarity with standard computer packages. Conversant with Microsoft office packages – Word, Excel and Power point and the ability to effectively use email and maintain other databases.
