Job Summary:

We are seeking a results-driven SEWP GWAC Program Manager to lead our team in generating quotes and managing contracts within the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC) program. The ideal candidate will have deep experience with SEWP, a proven track record in leading teams through the federal procurement process, and the ability to drive improvements in efficiency, compliance, and win rates. This role is critical in shaping our federal business strategy by maximizing opportunities through SEWP and other related government contract vehicles.

Key Responsibilities:

• Leadership & Team Management:
  • Manage and mentor a team of quoting specialists and contract administrators responsible for SEWP opportunities.
  • Set team goals for quote generation, response times, and win rates, ensuring adherence to deadlines.
  • Foster a collaborative and performance-oriented team culture.

• SEWP Quoting & Proposal Management:
  • Oversee the preparation and submission of accurate, compliant, and competitive quotes through the SEWP portal.
  • Ensure timely and thorough responses to RFQs/RFPs, driving a high volume of quotes to maximize opportunity capture.
  • Work closely with sales and business development teams to strategize on opportunities, pricing, and deal registration.

• Compliance & Process Improvement:
  • Ensure all SEWP quotes and contract submissions are compliant with federal regulations, including FAR, DFARS, and SEWP rules.
  • Lead initiatives to streamline the quoting and submission process, utilizing technology and best practices for efficiency gains.
  • Monitor evolving SEWP guidelines, ensuring the team is up to date and compliant with all relevant requirements.

• Stakeholder Engagement:
  • Collaborate with internal teams (e.g., sales, finance, legal, OEM/vendor managers) to align quoting efforts with overall business goals.
  • Build and maintain strong relationships with OEMs and vendors to secure better pricing and higher deal registration success.

• Contract Vehicle & Vendor Management:
  • Drive the acquisition of additional contract vehicles to diversify our government procurement portfolio.
  • Work closely with OEMs and vendors to achieve higher vendor tier statuses, unlocking better opportunities and pricing for SEWP submissions.

• Reporting & Analytics:
  • Track and report on key metrics, including the number of quotes, win/loss rates, and compliance performance.
  • Provide senior management with insights into SEWP trends, team performance, and areas for improvement.

Qualifications:

• Experience:
  • 5+ years of experience with SEWP or other GWAC programs, with at least 3 years in a leadership/management role.
  • Strong understanding of the federal procurement process and compliance regulations (e.g., FAR, DFARS, CMMC).
  • Demonstrated success in managing teams through large, complex procurement processes.

• Skills:
  • Proficient in federal procurement portals such as SEWP, GSA, or others.
  • Strong analytical skills, with the ability to interpret data to inform decisions.
  • Excellent communication and negotiation skills.
  • Knowledge of vendor management and deal registration processes.
