SUMMARY
Provide various Information Technology (IT) services in support of the Department of the Navy Chief Information Officer (DON CIO) for over 4000 customers, including incident and request support; conducting program analysis and studies; developing, operating, and maintaining IT systems and applications; and maintaining vigilance with regard to information assurance. These IT services are deployed either directly or indirectly to support DON CIO customers across the Secretary of the Navy Headquarters within the National Capital Region (NCR) including sites located at the Pentagon, Washington Navy Yard, Joint Base Anacostia-Bolling, Arlington Annex and Crystal City.
 


JOB DUTIES AND RESPONSIBILITIES
·       Support with the implementation of the RMF process for Navy information systems.
·       Coordinate the submission of packages to higher authorities, external agencies, or command structures within the Navy. This involves ensuring that all required documentation is complete, accurate, and meets specified deadlines.
·       Act as a liaison between the submitting unit or command and receiving entities. This may involve communicating submission requirements, addressing queries, and facilitating the review and approval process for submitted packages.
·       Continuous Monitoring: Maintain continuous monitoring to ensure ongoing compliance and security for multiple programs.
·       Conducts quality assurance checks to verify the accuracy, completeness, and consistency of package contents before submission. This ensures that packages meet the standards and expectations of the receiving authority.
·       Tracks the status of submitted packages and follows up on any outstanding issues or feedback. This includes monitoring the progress of package review, approval, and implementation as required.
·       Ensure compliance with Navy regulations, directives, and policies regarding the content, format, and submission requirements of packages.

QUALIFICATIONS
Required Certifications
·       DoD 8570 IAT III certification
Education, Background, and Years of Experience
·       Minimum Experience: 5 years of experience in Information Technology, with 3 years of specialized experience working with the Risk Management Framework (RMF) Assessment and Authorization (A&A) process. RMF Experience: Demonstrated experience in implementing the RMF process particularly within Navy or DoD environments. Cybersecurity Experience: Experience in Cybersecurity operations, vulnerability assessments, risk management, and compliance.

ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
·       Knowledge of RMF: Understanding of the RMF process, including steps like categorization, selection, implementation, assessment, authorization, and continuous monitoring.
·       Security Tools: Familiarity with cybersecurity tools and technologies used in RMF processes, such as ACAS (Assured Compliance Assessment Solution), eMASS (Enterprise Mission Assurance Support Service), and STIGs (Security Technical Implementation Guides)
·       Risk Assessment: Ability to conduct risk assessments, identify vulnerabilities, and recommend mitigation strategies.
·       Organizational Skills: Strong organizational skills to manage multiple packages simultaneously and adhere to submission deadlines.
·       Communication: Strong verbal and written communication skills to effectively interact with stakeholders, prepare reports, and present findings.
·       Knowledge of Navy Procedures: Familiarity with Navy regulations, directives, and operational procedures governing package preparation and submission.
·       Knowledge of Navy DITPR-DON, DADMS and VRAM.
Preferred Skills
·       Ability to work collaboratively with cross-functional teams, including IT personnel, security professionals, and management, to achieve cybersecurity objectives and maintain operational readiness.

WORKING CONDITIONS
Environmental Conditions
·       Government site with possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
·       Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles.  Some occasional walking or standing may be required.   Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
