About EUSPA
The European Union Agency for the Space Programme (EUSPA) provides safe and secure European satellite navigation services, advances the commercialization of Galileo, EGNOS, and Copernicus data and services, engages in secure satellite communications (GOVSATCOM & IRIS2), and operates the EUSST Front Desk. EUSPA is also responsible for accrediting the security of all EU Space Programme components. By fostering innovation in the space sector and above and collaborating with the EU Space community, EUSPA contributes to the European Green Deal and digital transition, enhances Union safety and security, and strengthens autonomy and resilience.
Security Operations Centre Manager
The Agency is looking for a Security Operations Centre (SOC) Manager who will be responsible for ensuring the cyber-defence of the systems under EUSPA responsibility (e.g. Galileo and EGNOS) and the associated loop of detection, identification, response and mitigation of security incidents, and who will lead the SOC team composed of analysts and operators.
The job holder will report directly to the SOM Head of department. The main tasks and responsibilities will include:
- Manage the GSMC Security Monitoring and Incident Reaction 24/7 operations in accordance with the service level commitments;
- Manage the GSMC Cyber Security Operational Service Delivery and the local implementation of the cyber security policies and requirements;
- Coordinate the review and refinement of the established SOC processes in order to optimise the SOC capabilities;
- Manage the SOC internal and external interfaces needed to provide the operational mission;
- Coordinate the follow-up of the operational support contracts;
- Coordinate the recruitment, training, and certification of the SOC operators and analysts;
- Contribute to the operational engineering activities supporting the SOC (flow-down of the relevant requirements, their validation and verification activities);
- Liaise with other colleagues in the Agency, including the Cyber Security Manager, on relevant cyber security activities;
- Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.
Professional experience and expertise required:
- University degree in a relevant field (e.g. engineering, physics, mathematics or other exact sciences);
- Experience in coordinating teams performing cyber security operations, preferably gained in a security operations centre;
- Experience in managing cyber security incidents within complex systems in line with established operational procedures/processes, preferably gained in an international/multi-site environment;
- Experience in handling European Union Classified Information (EUCI) or National Classified Information, and preferably holding Personnel Security Clearance at or above SECRET UE/EU SECRET level;
- Experience in financial, procurement and contract management;
- Excellent command of both written and spoken English;

What we offer:
Staff is entitled to annual leave of two working days per each complete calendar month of service plus additional days for the grade, age, home leave for expatriates and an average of 16 EUSPA public holidays per year.
Special leave is granted for certain circumstances such as marriage, moving, elections, birth or adoption of a child, serious sickness of spouse, etc.
The pension scheme provides a very competitive pension after a minimum of 10 years of service and reaching the pensionable age. Pension rights acquired in one or more national schemes before starting to work at the EUSPA may be transferred into the EU pension system.
