The Secured Communications Programme Management Department plans, implements, and reports on all the activities of the Agency linked to secured communications to comply with the tasks delegated to the Agency in the Contribution Agreement between the European Commission (EC) and EUSPA. The Department ensures the exploitation of the EU Space Programme components and the provision of users’ services as defined in the contribution agreement.
The place of employment for this post is Brussels (Belgium).
WHAT YOU CAN EXPECT TO DO
We are looking for an enthusiastic and highly talented Secure Satellite Telecommunications Service Manager to join our dynamic team in the field of governmental secure satellite communications. The job holder will be the focal point for ensuring that the end-to-end service provision aspects are meeting the high expectations of government authorities and users from the early conception of the telecommunication infrastructure solutions and through the operational phase. The Secure Satellite Telecommunications Service Manager will focus on both the upcoming constellation IRIS² and the GOVSATCOM Hub on-going programme.
The jobholder will be entrusted with the following main tasks and responsibilities:
- Provide strategic guidance on the end-user needs (Governments and Institutions) by developing relevant use cases and requirements as inputs for the definition of the secure communications infrastructure;
- Monitor that the secure communications services portfolio and performance fulfil the end-user requirements as well as CGA/end user satisfaction and taking corrective/preventive actions if needed;
- Gather all CGA (Competent GOVSATCOM Authorities) and their users’ inputs/feedback, as the Voice of the Customer (CGAs and users) role within the organisation, during all phases (before service start, during the provision of services, post-service support) to ensure a successful “customer” experience along the whole service journey;
- Ensure adequate relevant and representative end-to-end service use case scenarios to validate the secure communications infrastructure performances and functionalities for its acceptance before deployment and operations;
- Monitor that the implementation of the infrastructure by industry ensures compatibility with the services provision;
- Define and propose the evolution of the secure communications ground segment infrastructure to ensure that new governmental service user requirements are met by proposing innovations;
- Coordinate the work of contractors/advisors supporting the above activities;
- Support related procurements;
- Liaise with other departments, notably in the area of Administration and Operations, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management;
- Frequent travels are foreseen to the industrial sites as well as EUSPA premises in Prague.
WHAT WE ARE LOOKING FOR
- Extensive experience in the delivery of SATCOM services to users, either working at a telecom satellite operator or with a satellite telecom service provider;
- Experience in operations of telecom satellite payloads, SATCOM capacity allocation, link budgets, user segment systems design and operations;
- Professional experience in provision of governmental services is an asset;
- Experience in financial, procurement and contract management;
- Excellent command of both written and spoken English;
