Chartis is hiring for a dual-hatted role to support our Corporate Operations team. We are looking for an experienced Facility Security Officer (FSO) with Human Resources (HR) experience who enjoys serving and supporting employees and customers. The FSO and HR Generalist role will split their focus on each area depending on priorities.

The FSO/HR Generalist will report directly to the Vice President of Corporate Administration and will work remote, with occasional onsite visits to Leesburg, VA or McLean, VA locations.

Responsibilities
  • FSO Responsibilities: 
  • Interface with all levels of Chartis personnel and government program security personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.
  • Run monthly personnel reports, process Security Investigations and Periodic Reinvestigations, maintaining security files for all personnel.
  • Lead self-inspections, participate in government telephonic and in-person reviews and inspections. Produce finished documentation, e.g., reports, plan of actions and milestones, policy and procedure development, security designs, training programs and assessments.
  • Maintain data compliance in DISS accounts. Responsible for maintaining security program compliance to include managing NISS facility profile.
  • Manage Insider Threat Program, reporting suspicious activity or self-reported information to DCSA and/or DCIA, when necessary.
  • Create and conduct initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings.
  • Human Resources Responsibilities: 
  • Initiate background investigation on all new employees, reviewing reports for discrepancies.
  • Maintain I9's in compliance with E-Verify.
  • Facilitate a new hire onboarding, by providing direction on required tasks, communicating start date information, coordinating first day schedules, and conducting a comprehensive new hire orientation.
  • Provide benefits administration support by assisting employees with enrollments and being a central point of contact for resolving benefit issues with the insurance broker/carriers.
  • Assist the VP of Corporate Administration to continue evolving our processes, policies, and programs.
  • Oversee the Chartis Rewards and Recognition programs, to ensure employees receive awards, and gift(s).

  • Qualifications
  • Bachelor’s degree in Human Resources, Business Administration or a related field with 5+ years of experience in Human Resources
  • 2+ years of experience as FSO.
  • 2+ years of government contracting experience.
  • Ability to obtain DCSA FSO designation, by completing the required trainings
  • Expert working knowledge of JPAS, DISS, NISS, and e-QIP
  • Strong understanding of Physical Security requirements to include collateral Closed and Restricted Areas
  • Excellent customer service skills and strong professional demeanor and interpersonal skills
  • Current or past Human Resources credential (SHRM-CP or PHR) a plus.
  • Facility Security Officer (FSO) Certification a plus.

  • Security Clearance/Background Investigation
  • Candidates must possess an active Top Secret security clearance and be able to meet eligibility requirements for access
