What will you do?
Bixal seeks a Monitoring, Evaluation and Learning (MEL) Director for an anticipated five-year Localize Global Health Security program funded by USAID with the purpose of working with local entities in target countries in Africa and Asia to address critical health security gaps and move closer to achieving the USAID Global Health Security Agenda 2024 target. The MEL Director will provide technical leadership and guidance for both the monitoring, evaluation and learning of the project itself, as well as MEL capacity building of the grantees of the project. The MEL Director will also provide supervision for a team to provide support in monitoring, evaluation, knowledge management and learning. The ideal candidate  will have experience with USAID or similar organizations and experience working specifically with local and community organizations. This is a full-time proposal position contingent on contract award. 

Responsibilities
  • Support the Project Director to deliver high quality monitoring, evaluation, and learning products for the project as required by USAID.
  • Lead a team to develop a logic model, M&E plans, develop and maintain performance indicator reference sheets, and collect and review monitoring data for the project on a routine basis.  
  • Coordinate closely with the management team to develop a holistic capacity building approach for grantees of the project that includes MEL. Work with the MEL team to operationalize this model across grantees and measure progress against key capacity standards.
  • Provide guidance and oversight of quality assurance processes for data collection, analysis and use to ensure the grantees are able to submit high-quality reporting and data products to meet USAID contracting requirements. 
  • Manage the capture and analysis of data for annual reports and continuously improve systems used for data capture and analysis
  • Supervise a team of MEL and knowledge management professionals to accomplish the above tasks.
  • Support the Communications, Knowledge Management lead to develop and implement innovative, creative, and effective ways to strategically capture knowledge internal to the Localize Global Health Security project for sharing
  • Leverage best practices and change management principles to improve the effectiveness of internal and external knowledge sharing
  • Track lessons learned and findings across the project for internal and external learning.
  • Perform other duties as required 

  • Qualifications
  • Master’s degree in a relevant field (e.g., public health, social sciences, public policy or other related area) 
  • Minimum of 10 years of relevant experience in monitoring, evaluation and learning with a focus on capacity building
  • Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices 
  • Experience working on USAID-funded projects, particularly in the global health sector
  • Strong written and verbal communication skills in English
  • Superior organizational skills and attention to detail 
  • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence 
  • Strong familiarity with relevant USAID policies: ADS 201, the Evaluation Policy and related guidance on monitoring, evaluation, and learning.
  • Previous experience working in any of the following countries a strong plus: Guinea, Mali, Kenya, Senegal, Sierra Leone, Uganda, Vietnam

  • French language skills
